UPGRADED OPERATING REACTOR ACTION BOOK t
A couple of months ago c.onsiderable effort was devoted to the development 4
of a " White Book" - which was meant to be e listing of all project-related work for ors, OLs, cps, SEP, etc.

Since that time.,so that DOL might be able to better monitor its wortload and manage the mduction of its backlog, we have been developing the indi-vidual components.of that eJrouping into their various management tracking systems. We have recently completed the upgrading of our Operating Reactors Licensing Actions Sumary (OM.AS) report. The ORLAS report represents an upgrade of our previous listing and is meant to list all project-mlated operating reactor work (i.e., those items in the implementation phase).
The mport'is compiled by us with the help of the Office of Management and Program Analysis, and is a listing of all actions by plant fof all-

operating reactors (OR). All OR's activities are assembled into groups:
A.
Multi-plant actions (i.e., generic issue implorantation)
B.
THI-related implementation l
C.
Plant specific implementation In addition, we have assigned a priority for each action item to more malistically provide guidance in terms of the demands being-placed on i
the staff. These priorities am high (1), medium (2), and low ((.3).
Recognizing that the majority of multi-plant actions' have been given a high priority rating, we see the need to pmvide additional quidance in I
terms of establishing malistic completion t rget dates.
For that rea-son, we have deleted all previously defined target dates for any 11cen-sing action not yet completed. We expect in the next several weeks-to i
be meeting with NRR managers to agme on new dates' consistent with the i
resources to % spplied to operating reactors. As these agreenents are

As stated JUL 2 1981 In sunnary, this report is meant to ideiitify all operating nactors imple-mentation activities that am necessary to support OR projects. (The exception of course is the unusual events that arise which require prompt followup). We believe that this major upgrade of the OR listing will permit technical review branches to receive not only a listing of all their assigned TACS, but to receive them by priority.
In order to develop a firmer management control of implementation of new requests to ors, forpall future new generic letters to ors, we intend to identify who will review the response and will establish a veview schedule
_before issuing the new generic letter.
We welcome your feedback on this report including suggestions for additions or improvements. We intend to issue the report monthly.
