UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-333 POWER AUTHORITY OF THE STATE OF NEW YORK NOTICE OF ISSUANCE OF AMEllDMENT TO FACILITY OPERATING LICENSE The U.- S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 57 to Facility Operating License No. DPR-59 issued to the Power Authority of the State of New York (the licensee) which revised the License and Technical Specifications for operation of the James A. FitzPatrick Nuclear Power Plant (the facility) located in Oswego County, New York. The amendment is effective as of its date of issuance.
The revisions to the license and Technical Specifications invniva incorpora -
tion of certain of the TMI-2 Lessons Learned Cateaor.y "A" recuirements.
These requirements are related to (1) Emergenc.y Power Suppl.y/ Inadequate Core. Cooling, (2) Valve Position Indication, (3) Containment -Tsolation, (4) Shift Technical Advisors, (5) Integrity of Systems Outside Containment, and (6) Iodine itonitoring.
The application for the amendment complies with the standards' and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.
The Commissicn has made appropriate findings as required by the Act and the Commission's rules and regulations in'10 CFR Chapter I whic'h are set forth in the license amendment.
Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.
The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to.
10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with i -
issuance of this amendment.
