This letter serves to confirm information provided by telephone to l
l Mr. R. Gallo, NRC Region I, by Mr. A. Sabol of PP&L on June 17, 1981.
Mr. Gallo was advised that t'e condition involving control room habitability c
as discussed in PLA-830 has been classified as not reportable under the provisions of 10 CFR 50.55(e).
A review of the SSES control rocm habitability system was performed by Bechtel Engineering.
It was determined that the assumed infiltration l
rate of 100 CFM of unfiltered outside air into the control structure was i
high and that the rate could reasonably be reduced to 10 CFM per SRP 6.4.
Through analysis, using 10 CFM as the assumed infiltration rate, it was determined that by maintaining a single envelope of control structure pressurized to +1/8" wg, the habitability inside the control structure can be maintained in accordance with SRP 6.4, thus meeting requirements of GDC 19.
In the revised design, cross flow between the control room and the control structure has no significance since both are in the same envelope. This leads us to conclude that if the deficiency as stated in the referenced PLA were to have remained uncorrected, it would not have affected adversely the safety of operations of the nuclear power plant at any time during plant life. Hence the condition has been determined to be not reportable under the provisions of 10 CFR 50.55(e).

Mr. Boyce H. Grier July 1, 1981 FSAR sections for control room habitability systems need to be revised to incorporate the single envelope concept and the assumption of a 10 CFM infiltration rate for unfiltered outside air.
PLA-839 advises the Comission of PP&L's intent to revise the FSAR accordingly.
We trust the Ccm ission will find the conclusions of our evaluation and plans for corrective action acceptable.
