STAFF REQUIREMEN1S - DISC ON OF REVISIONS TO REACTOR OPERATOR QUALIFICATIONS (SEE SECY-81-84/84A), 2:40 P.M.,
THURSDAY, JUNE 18, 1981, COMMISSIONERS' CONFERENCE ROOM, D.C. OFFICE (OPEN TO PUBLIC ATTENDANCE)
The Commission was briefed by staff on the two staff proposals regarding proposed modifications to the qualifications of reactor operators and the proposals of Comissioner_ Gilinsky and of Comissioner Ahearne.
Although the Comission took no final action on this matter, the Comission directed staff as follows:
1.
. Establish a peer review panel with membership composed of representatives from outside NRC. The purpose of the panel is to review the various proposals and coments thereon regarding operator qualifications, to conduct workshops as necessary, and to develop a recommended course of action. The panel should be established along the lines of the one established for the high-level waste rule.
Representatives should be selected to draw systematically on the experience of others such as FAA, Air Force, NASA, and the nuclear Navy.

Additional comments should be. sought from ANS and from INP0.
Efforts should be made to elicit a counterproposal from those industry representatives who-have been critical of the NRC proposals under consideration.

Workshops should be held to bring together various groups, including the peerpanel,thoseaffected(currentoperatingpersonnel), academicians,and training professionals from other federal agencies and industry. The initial workshop should be held in two months.

A progress report should be made to the Commission on t % formation of the group, the results of the initial workshop, and a scht 1 of further activities and estimated dates.

This supersedes prior action on this natter, described in staff requirements memoranda on M810312B, dated itrch 13, 1981 and April 7, 1981.
Staff should inform the Commission about planned and completed activities.
