Dear Mr. Collins:

This letter is in response to your Mailgram date'd April 30, 1981 to Mr.

W. R. Turner at our Chalfont Operation. Your Mailgram indicated that ITE-Gould had installed unqualified Non lE cables in Clari lE Motor Control Centers.

It further stated that this condition was reported to Consumers Power as a potentially reportable item under 10CFR50.55(e) and that subsequently Consumers Power reported this problem to the NRC.

At the time that the Motor Control Centers and the switchgeer were manufactured for the Midland Plant, Units 1 & 2, they were manufactured under the same company name.

Subsequent to the manufacturing and delivery.

of this equipment, there have been certain business realignments. The responsibility for the Motor Control Centers now is with Gould, Inc. in Westminster, Maryland. The responsibility for the switchgear is with Brown Boveri Electric in Spring House, Pennsylvania.

It appears that during a recent updating of an Envircamental Qualifica-tion Report (IEEE Std. 323-1974) for the Midland Project, that it was inadvertently reported that G.E. Vulkene Supreme SIS wire was used in the switchgear.

At the time the switchgear was manufactured for the Midland Plant, Units 1 & 2, the control wire used for the switchgear was the standard G.E. Vulkene-SIS wire. The G.E. Vulkene Supreme was not being manufactured at that time.

The Switchgear Environmental Qualification Report has been revised to show the control wire used during the manufacturing of this equipment for-Midland was G.E. Vulkene SIS wire. This report also shows that the stan-dard G.E. Volkene SIS wire is qualified.

This information and clarification will enable Bechtel/ Consumers Power to close out this reported problem with res,pect to the BBEL switchgear.

BBEL feels that this item is not reportable under 10CFR50.55(e) or under 10CFR, Part 21.

May 8, 1981 Bechtel/ Consumers Power should continue to seek a resolution to this matter for the Motor Control-Centers with Could, Inc.

Based on telephone conversations between BBEL and Bechtel personnel at the jobsite, BBEL is not implementing a " hold ahipment".
