Dear Mr. Campbell:
In response to your March 5,1981 memorandum, this letter is to provide NRC concurrence in the DOE's proposed course of remedial action for the Fire Station No. I designated vicinity site at Salt Lake City, Utah.
This concurrence is subject to the definitions and conditions listed below.
1.
The Remedial Action Plan (RAP) for this site is to be within the scope of the Proposed Coirse of Remedial Action outlined and discussed in the February.3,1981 Final Radiological and Engineering Assessmenti (REA) prepared for the Fire Station, at DOErequest,byFord,BaconandDavisUtah,Inc.(FBDU).

The REA, and thus the RAP, is considered to be ' clarified and amended by the March 13, 1981 letter from you documenting the DOE's intent to integrate performance of remedial actions at the adjacent park and low income housing properties as much as feasible with those to be conducted at the Fire Station property.
3.
Should groundwater or significant quantities of surface water run-off be encountered during and into tailings excavations at i
this vicinity site, the following actions will be implemented:
a.
All such water will be pumped out, collected, contained in tank trunks, and transported to the Vitro Site for disposal.
b.
Any such water so collected will be sampled to detennine cypes and levels of radioactive contamination.

Shaffer, III of my staff, it is our understanding that an occupational safety program covering tae duration of the renedial action will be established in conjuction with appropriate agencies of the Utah State Government. This should include a radiological safety monitoring program with the necessary support facilities at the Fire Station site, be developed as early as feasible, and implemented prior to initiation of remedial action.
Our analysis and evaluation of the proposed remedial action is given in the attached NRC Staff Memorandum to Docket Files and its enclosures.
