' N1 Three Mile Island Nuclear Station, Unit 1 (TMI-1)

Operating License No. DPR-50 Docket No. 50-289 Vendor Review of Procedares Ite= 1.C.7 of NURE.G 0660 specifies that operating license applicants obtain reactor vendor review of their low-power, power-ascension, and e=ergency procedures. Since Dil-1 is an operating reactor it has already co=pleted an initial low-power and power-ascension test progra= and exer-cised the procedures associated with those activities then and during the four refuelings.

GPU Nuclear believes it is appropriate to approach the restart in a =anner similar to the initial startup program. For the original startup of mI-l a Test Working Group (WG) was for=ed.

The purpose of the WG was to review the startup procedures for low-power and power-ascension tests that were conducted. B & W was represented on the TWG and the B & W WG =e=ber provided B & W input to the review of the procedures including,as appropriate,co==ents fro = the B & W ho=e office. GPU Nuclear intends to use the WG concept again for ntI-1 I.. start and has re-established the WG.

B & W is again represented on the WG.

In addition to the above, CPU Nuclear established a progra= with B & W in March 1981 for B & W to review and co_ ent on selected MI-l e=ergency l

procedures where their input would be =eaningful, his e=ergency procedure review progra= will be an ongoing progra= until UI-1 is restarted. To l

date we have received and are considering co==ents on all procedures which l

have becn forwarded to B & W for review. It is also possible that additional procedures including ATOG procedures will be identified for B & W revicw before co=pletion of this progra=,

ne above progra=s are auditable by the NRC at any time.
