Dear Mr. Denton:

The Department of Energy transmitted a letter, dated February ll,1981, to the Nuclear Regulatory Commission (Acting Chairman, Mr. John A. Ahearne) enumerating our concerns over the Nuclear Regulatory Commiss!on's pace in reaching a decision on Commonwealth Edison Company's application for a license amendment on technical specification changes required to chemically decontami-nate the primary cooling system of Dresde~n Unit I reactor. In that letter, we specifically urged the Commission to resolve the issue of whether to hold a public hearing as quickly as possible. In addition, if a decision was reached to hold a public hearing, we urged that the hearing begin at once and that the scope of the hearing be limited to issues concerning the safety evaluation of the decontamination.

Subsequent to that letter, we understand that the Commission requested additional information (Order No. 50-10) and that additional information has i

been received f rom the Commission's staf f, the Commonwealth Edison Coupany, and those petitioning for a public hearing. Since these actions have been completed, we vpuld appreciate it if you would advise us of the status of j

the applicant'6 request for license amendment and the time frame for the i

Commission's resolution of this matter.

We continue to believe that a successful demonstration of primary cooling system decontamination at Dresden Unit i reactor is in the national interest and will provide a technical basis for improved operation at many nuclear I

facilities. Accordingly, we again urge the Commission to act expeditiously l

on this matter.
