Dear Mr. Seyfrit:
South Texas Project Units 152 Docket Nos. STN 50-498, STN 50-499 Resumption of Safety-Related AWS Welding In accordance with References (a) and (b), AWS safety-related welding was re-started on a limited basis on October 6, 1980.
Production welding was expanded on October 24, 1980, in accordance with a twelve week work plan submitted and authorized via References (c) and (d) respectively.
The welding described on the twelve week work plan has been completed except for the cable tray support welding shown on lines A through E on the plan.
Cable tray support welding is continuing and will be integrated into the project construction schedule.
It is felt that the AWS safety-related welding performed to date has verified that the corrective actions committed to in our response to the NRC Order to Show Cause are adequate and are being satisfactorily imple-mented.
Specifically, the welding activities performed to date have
~
verified that:
a 1.
Management systems and special procedures established to control AWS safety-related welding are being implemented.
2.
Training of personnel is adequate.
3.
Staffing required to both perform and manage the work is adequate.

Houston Lighting & Power Company Mr. Karl Seyfrit December 30, 1980 ST-HL-AE-593 Page 2 The adequacy of the corrective actions is reflected by the following:
1.
The repair rate of the AWS welding completed in accordance with References (a) through (d) has been maintained at less than 1%
2.
Reports issued by the independent third party inspector surveying the welding re-s art activities indicate that the personnal, pro-cedures, training and controls associated with AWS safety-related welding are adequate and are being properly implemented.
3.
Results of our quality assurance inspections of AWS welding performed to-date have shown that quality requirements have been met.
Our under-standing of recent NRC inspection results confirms that no items of non-compliance or deviations have been identified.
We will be ready to resume AWS safety-related welding _on a normal production basis on January 5,1981, and to integrate future AWS welding into the normal project construction schedule.
Please advise if you have any questions con-cerning this plan.
b Very truly yours, l
