Clarification of Previous Changes in Responsibilities AECM-81/95 In your letter of February 23, 1981 you delineated certain issues with respect to the implementation of our Quality Assurance Program as a result of the changes in responsibilities which we transmitted to you in our letter (AECM-81/35) of January 27, 1981; this letter is to clarify our previously sub::titted changes to demonstrate that the requirements of 10 CFR 50, Appendix B, Criterion I are fully met by our reorganization.
We have attached an organization chart with more detail than the chart attached to our January 27, 1981 letter.
Please note that the Site Manager is a multi-functional manager on the same level with the Assistant Vice President, Nuclear Production. Reporting to him is the MP&L Manager of Project Engineering and the MP&L Startup Manager, also the Site Manager works through the Bechtel Assistant Project Manager to set schedule priorities and cost controls for the Bechtel Construction and Construction Test Organization. The Manager of Nuclear Project Engineering, the Startup Manager and the Bechtel Assistant Project Manager are the " highest line manager (s) directly responsible for performing activities affecting quality."
The Manager of Quality Assurance, Nuclear Plant Manager, Manager of Nuclear Services and Manager, Nuclear Plant Engineering reporting to the Assistant Vice President, Nuclear Production make up the

management team to lead the permanent operating organization. The Site Manager and his staff are a project organization which will dissolve as the units are finished. The reporting level of the Manager of Quality Assurance remains the same as it has been for about two years.

You will note that the Director of Purchasing & Stores has multiple Production Buyers reporting to him. Although he is not a multi-functional manager like the Site Manager, or the Assistant Vice-President, Nuclear Production; the Production Buyers are the " highest line manager (s) directly responsible for performing activities affecting quality."
The Manager of Quality Assurance retains his responsibilities for the construction activities. Having him report through the operating organization removes him from the large cost and schedule pressures to which the Site Manager is subject. Additionally, my door is always open to him to discuss Quality problems. He has used this avenue of communication in the past and I as sure will do so in the future.
Collectively, two positions, "which are free from non-QA duties" are responsible for assuring / verifying the implementation of the QA activities associated with preoperational and startup testing and plant turnover. These positions do clarify this criteria when revised as follows.
The Quality Assurance Operations Supervisor per paragraph 1.3.4 revised: "... directs the on-site Quality Assurance Organinzation in audits, monitoring and reviews of plant site activities, including the activities of the plant staff, the plant quality staff, the startup staff, and on-site contractors and consultants to verify implementation of the Operational Quality Assurance Program at the plant site."
l The Plant Quality Superintendent per paragraph 1.3.6 revised:
"...is responsible for assuring the implementation of the Operational Quality Assurance Program at the plant site by inspecting and l
checking including preoperational and startup testing activities."

The Plant Quality Superintendent per paragraph

In addition, the Figure is revised to show a dotted lined
