NEBRASKA PUBLIC POWER DISTRICT DOCKET NO. 50-298 COOPER NUCLEAR POWER STATION AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 69 License No. DPR-46 1.

The Nuclear Regulatory Comission (the Comission) has found that:

A.

The filing (which is being handled by the Comission as an application) by Nebraska Public Power District (the licensee) dated September 5, 1979 as revised June 5 and August 29, 1980 complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the filing, the provisions of the Act, and the rules and regulations of the Connission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.

The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

Accordingly, Facility Operating License No. DPR-46 is hereby amended by conbining, renumbering, and refonnating the existing Paragraphs 2.C(3) (Security Plan) and 2.C(4) (Contingency Plan) and by adding a new Paragraph, all of which are to be numbered and are to reaa as follows:

2.C(3) Physical Protection The licensee shall fully implement and maintain in effect all provisions of the following Commission approved documents, including amendments and changes made pursuant to the authority of 10 CFR 50.54(p). These approved documents consist of information withheld from public disclosure pursuant to 10 CFR 2.790(d):

" Security Plan for the Cooper Nuclear Station," Revision 9, January 23,1979.

(b) " Cooper Nuclear Station Safeguards Contingency Plan," dated July 9,1979 as revised by page changes dated May 14, 1980, sube.tted pursuant to 10 CFR 73.40. The Contingency Plan shall be fully implemented, in accordance with 10 CFR 73.40(b),

within 30 days of this approval by the Commission.

(c) " Cooper Nuclear Station Guard Training and Qualification Plan,"

submitted by letter, dated August 18,1979 as revised June 26 and September 4, 1980. This Plan shall be fully implemented in accordance with 10 CFR 73.55(b)(4), within 60 days of this approval by the Commission. All security personnel, as required in the above plans, shall be qualified within 2 years of this approval.

Renumber Paragraph 2.C(5) to 2.C(4).

This license amendment is effective as of its date of issuance.
