SUBJECT:
PROPOSED LICENSE TO EXPORT NUCLEAR COMPONENTS TO SPAIN On February 17, 1981, Combustion Engineering filed an application to export to Spain four subcooled margin monitors specially designed for use with the primary coolant system in the Lemoniz Nuclear Power Plants 1 and 2.
Combustion Engineering has request 4 expeditious processing of the export license application as the systems are ready for immediate shipment.
In a letter dated February 26, 1981, the State Department informed NRC that it is the view of the Executive Branch that the proposed export would not be inimical to the common defense and security of the United States and is consistent with the requirements of the Atomic Energy Act of 1954, as amended by the Nuclear Nonproliferation Act of 1978. The letter states that the three specific export licensing criteria in Section 109b of the Atomic Energy Act for the export of nuclear components are met by the Government of Spain.
The staff agrees that the proposed export meets the requirements of the Atomic Energy Act, as amended, and would not be inimical to the common defense and security of the United States.
In view of the above considerations, and to comply with the applicant's request, the staff issued this license without the nomal 15-day waiting period.
