SUMMARY
OF JANUARY 7,1981 MEETING TO DISCUSS APPLICANT'S PHYSICAL SECURITY PLAN On January 7, 1981 members of the NRC staff met with the applicants in Bethesda, Maryland to discuss the applicant's Physical Security Plan. Attendees at the meeting are given in Enclosure 1.
The applicant presented their schedule for developing"the plan, which they intend to complete by October 1981. They then discussed the management structure of the plan and general features of the plan. The NRC reviewer C. Gaskin informed them that they should provide more details in their list of vital areas by type. NRC will provide a list of vital equipment and the applicant neust then tell us how this equipment will be protected. He also encouraged them to keep some flexibility in their plans so that alternative means of protection can be used if necessary. He also suggested that the operators should be consulted as to their access needs before the plan is completed. This, of course, would not apply to type 1 vital areas. He also suggested that the applicant get their people involved in the computer system, both in the hardwarc and software areas. Finally, he informed them that our interpretation of "desigr

iite trips for supplies.
Mr. Gaskin suggested that no changes be made to the present plan prior to his site visit, which he will try to arrange for this spring. Afterwards, he will be prepared to comment on their plan. Final NRC approval of the plan is not given until two months prior to licensing, however interim approval can be given in the SER.
