SUBJECT:
GENERAL ATOMIC'S 5/16/80 PHYSICAL SECURITY PLAN FOR PART 50 AND 70 LICENSED FACILITIES I
This memorandum concerns the May 16, 1980 filing pursuant to 10 CFR 73.60 and 73.61, by General Atomic (GA) which included a fee of $8,300 under Recently we r ceisad a fee determination (copy enclosed)

from the NRR review staff which concludes that the Part 50 reactor facilities portion, of the May 16 application, will be a Class II ($600) administrative action since the major review will be done under the NMSS Part 70 SNM license review, and NRR will basically only have to amend the GA reactor licenses.
I have discussed with Jim Holloway the metter of not collecting any more fees from GA at this time.
Instead, we will wait until the review and approvals are completed and then do a single letter to GA addressing fees for the SNM and reactor cases.
In this menner, if GA is due a refund of a portion of the $8,300, we will subtract the $600 from the amount to be I
refunded.
In iry conversation with you yesterday, you stated that the SNM review is still pending completion and also that in most of the cases like GA':, companies are getting approximately 50% of their paid fees refunded.
Jirr. concurs with the position discusred in this memorandum. Therefore, when you receive your SNM review and approval manpower / cost data let me know, and I will check on the reactor approvals (license amendments or otherwise).
Then we can get tagether on the letter to GA.
