Dear Ms. Shull and Ms. Loeb:

Reference is made to your letter ot February 18, 1981, and my recent tele-phone conversation with Ms. Loeb concerning the Special Prehearing Conference in this proceeding, which is scheduled to commence on March 24, 1981, in Jefferson City, Missouri.

As your letter noted, the presiding Licensing Board has afforded the League of Women Voters of Missouri an opportunity to make a limited appearance statenent, in accordance with 10 C.F.R.

@ 2.715(a) of the Commission's Rules of Practice.

Your immediate concern is that because of prior comnitments, Ms. Loeb will not be able to make a limited appearance statement on behalf of the League of Women Voters of Missouri.

10 C.F.R. 6 2.715(a) provides that such a statement may be made at any prehearing conference or at the hearing.

As the next prehearing conference nas not as yet been scheduled, the NRC Staff will endeavor to inform you of the date for such a conference when it is scheduled.

The NRC Staff would support your request to defer the afore-nentioned limited appearance statement until that time.

In response to your letter, generally, only one representative of an organization is afforded an opportunity to make a limited appearance state-nent on behalf of that organization at a given time.

public may also be afforded an opportunity to make such statenents by the presiding Licensing Board at a given prehearing conference depending on the circunstances.

In any event, these are questions that can be brought to the attention of the presiding Licensing Board for detemination at the March 24 or subsequent prehearing conferences.
