Dear "r.
Eisenhut:
Further review of ?!UREG 0737. section I. A.1. 3, Shif t Manning Requirements, indicates that the Peach Bottom overtime policy committed to in the letter referenced above needs additional clarification.
t The MUREG 0737 criteria states that in the event overtime must be used, excluding extended period s of shutdown, four specific overtime restrictions should be followed.
Cur clarification pertains to the second overtime restriction which requires a break of at least 12 hours1.388889e-4 days
0.00333 hours
1.984127e-5 weeks
4.566e-6 months
between all wor k ceri od s.
The !!UREG 0737 criteria permits deviation from this restriction for good cause, and if authorized by the plant manager.
The criteria further states that if a reactor operator or senior reactor operator has been working more than 1P hours during l
periods of extended shutdown, such individuals shall not be assigned shift duty in the control room without at least a 1?
l hour break preceding such an assignment. The criteria, however, I
was not ex plici t with respect to the applicability of the deviation provision to this requirement for a 12 hour1.388889e-4 days
0.00333 hours
1.984127e-5 weeks
4.566e-6 months
rest period between extended work periods on the outa3e unit and a s sig nm en t
{
to the control room.

Mr. D.
G.
Eisenhut, Director Page 2 In the referenced letter we did not specifically address the deviation provision to the NRC's overtime limitations.
Due to our further review we wish to provide the following clarification.
A. Peach Bottom administrative procedure has been i
implemented that permits deviations from the overtime limitations j
upon plant manager authorization and with appropriate documentation of the cause.
The procedure permits devintions
{
from the 12 hour1.388889e-4 days
0.00333 hours
1.984127e-5 weeks
4.566e-6 months
break rule for SR0s and RCs who are assigned to the control ~ room after previously working more than 12 hours1.388889e-4 days
0.00333 hours
1.984127e-5 weeks
4.566e-6 months
during periods of extended shu td o wn.
'de believe this policy conforms with the intent of the NUREG 0737 overtime policy.
