ASSISTED CRACKING IN LWR PIPING SYSTEMS" I have endorsed the subject research proposed by your memorandum to me dated December 18, 1980, llowever, my staff expressed several I ask that you initiate meetings in the concerns discussed below.

As noted in the enclosed memorandum from V. Benaroya a) to G. W. Knighton dated January 2,1981, the proposed program appears to involve considerable duplication of effort of other NRC programs and of D0E and EPRI programs.
If duplication of effort is involved, we are concerned I would that some of the duplication may be unnecessary.
appreciate your response to the questions of duplication of effort listed in the enclosed memorandum.
It appears that some of the proposed research goes beyond b) that needed for the staff NRC to assess the quality of information developed by non-NRC sources and thus beyond that needed to make licensing decisions.
If this is true, we would not endorse this kind of work.
I would appreciate your assessment of the questions posed in the enclosed memorandum i
as to whether the program, particularly items 6 and 8 of i
the FY 81 Program Brief, includes research more appropriately performed by DOE or EPRI.
