SUBJECT:

NATIONAL LABORATORY CONTACTS WITH OTHER AGENCIES A recent incident in which Argonne National Laboratory personnel formally requested information from county officials, by letter, without first notifying us, points out the need to reiterate our policy on such matters to the management of ANL. We recommend that a letter delinating ANL's responsibilities during preparation of an FES be forwarded to R. Zussman or an appropriate management level at ANL. We request that this letter emphasize the requirement that any significant exchange of information between either ANL and the utility or ANL and other agencies must be sent to the NRC project manager or ERC, so that all information requests are forwarded directly from NRC.
