UNITED STATES NUCLEAR REGULATORY COMMISSICN DOCKET NO. 50-334 DUOVESNE LIGHT COMPANY OHIO EDISON COMPANY PENNSYLVANIA POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued

- Amendment No. 40 to Facility Operating License No. CPR-66 issued to Duquesne Light Company, Ohio Edison Company, and Pennsylvania Power Company

- (the licensees), which_ revised Technical Specifications for operation of the Seaver Valley Power Station, Unit No.1 (the facility) located in Beaver County, Pennsylvania. The amendment is effective as of the date of issuance.

The amendment revises the Technical Specifications to reflect installation

of undervoltage relays as protection against a sustained undervoltage condition.

The application for the amendment complies with the' standards an.d require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Ccamission's rules and regulations. The _ Commission has made appropriate findings as required 4

by. the Act and the Commission's rules; and regulations in _10 CFR Chapter I, which

' are set forth in the license. amendment. Prior public notice of this amendment was not required since this amendment does not involve a-significant hazards

-consideration.

  • The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an. environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.

For further details with respect to this action, see (1) the application for amendment dated May 14,1980 (supported with information from letters September 15 and November 11, 1976; July 22 and August 22,'1977; Janucry 18, March 7, September 4, and October 15, 1979; January 17, February 22 and July 24,1980), (2) Amendment No.
