Gentlemen:

AP&L's letters of December 19 and 31, 1980 provided commitcients to the subject requirecents.

Mr. Guy Vissing of your staff informed us by telephone on February 20, 1981 that several of the commitments related to the January 1, 1981 deadline extension were r.ot acceptable to the NRC Staff because AP&L did not commit to p. ovide the necessary information by March 31, 1981.

Provided herein a > commitments to the aforementioned items.

I.A.1.3 Shift Manning AP&L's October 31, 1980 letter provided our commitments to this require-ment. As was stated then, AP&L is pursuing an aggressive program of recruitment and training to meet this requirement by July, 1982. AP&L will commit to provide to the NRC a status report regarding our progress in this area by March 31, 1981.

II.D.1 EPRI Vr.lve Testing As was stated.in our December 19 letter, a detailed block valve test program can not be provided before July, 1981. AP&L does not believe the additional delay (approximately 6 months) will cause any significant decrease in the margin of safety provided to the public for plant opera-tion.

II.E.4.2 Containment Isolation Setpoint Our analysis is proceeding in accordance with our December 19 letter.

Every effort will be made to complete this analysis and submit the results by March 31, 1981.

II.F.1 Sampling And Analysis Of Plant Effluents As was stated in our December 19, 1980~ letter, the high range particu-late and iodine samplers are still under development by our vsador.

This schedule has been expedited as much as possible, and the time necessary to develop this equipment can not be further reduced. Again, 4

AP&L does not believe that this delay will significantly increase the risks associated with plant operation. AP&L will commit, however, to provida you witb a status report on the design and equipment development by March 31, 1981.

III.D.3.4 Control Room Habitability

.AP&L's letter dated December 31, 1980 clearly committed to provide the required information by March 15, 1981. The information will be sup-plied by this date.

Very truly yours, David C. Trimble Manager, Licensing DCT:
