Gentlemen:
Millstone Nuclear Power Station, Unit No.1 Proposed Technical Specification Changen for Incal Leak Race Test Purcuant to 10CFR50.90, Northeast Nuclear Energy Company (UNECO) hereby proposes to amend its operating licence for Millotone ;init No. 1 (DPR-21) by incorpc.ating The the attached changes into the Millctone Unit Lo.1 Technical Specifications.
proposed changea vould revine the precent Technical Specifications to be con-cistent with the local leak rate acceptance criteria contained in the Standard Technical Specifications for General Electric Boiling Water Reactors, Section 3/4.6.1, and 10CFR50, Appendix J, Section III.C.3 In addition, the attached changes are conoictent with the proposed changes to the Technical Specifications contained in References (1) and (2).
Fulfillment of NNECO commitments made in Reference (3) are contin 6ent upon NRC approval of the attached changes.
The enclosed " Description of Changen and Safety Evaluation Strmary" should provide cufficient information for the NBC Staff to review and approve the recommended changea to the Technical Specifications. The off-site Nuclear Review Board han reviewed and approved these propoced changes and han determined that these changea do not constitute any unreviewed safety questions pursuant to 10CFR50 59 C103090 W P
. The appropriate fee for a Clacs III amendment of $4,000 (four thoucand dollarc) in accordance with 10CFR170 is enclosed with this transmittal.
NNECO recpectfully requests that thece changen be reviewed and approved as expeditiously ac possible to allow N'iECO to fulfill those commitments made in Reference (3).
