In Immediate Action Letter 80-35 (reference 1) the NRC confirmed its understand-ing of your commitment not to ship radioactive waste for burial, especially lagoon waste, until specific actions were taken.

In a letter dated December 11, 1980 (reference 2) the NRC gave the basis on which the shipment of non-lagoon waste for burial at the Barnwell, South Carolina, burial site in December, 1980 would be acceptable.

In the December 16, 1980, letter (reference 3) the i

NRC stated that 61 specific drums and 16 specific boxe contained no liquid waste and the packages were suitable for shipment and burial as verified by the Region I inspector on December 10, 11, 12 and 15, 1980.

In your letter of January 8,1981 (reference 4) you requested that packages containing non-lagoon waste such as process residues, shop decontamination wasta, and contaminated glass raschig rings be released for shipment to Barnwell for burial on or about January 20.

You indicated that you were reopening and reinspecting all containers you wish to ship in January even though some 4 the containers were prepared under your Quality Assurance Program for preraration of shipping containers and the imple-menting procedures.

16 jag ;c37 On January 15 and 16, Region I inspectors examined your activities concerning the packaging of the 88 drums of non-lagoon waste listed in your telecopy of January 13,1981 (reference 5) for shipment and burial at the Barnwell, South Carolina, burial site during January 1981.

The inspectors verified by inspect-ing the contents of selected packages, observing the reclosure of the packages, and examining your quality assurance records for the initial packaging and reinspection of the packages that the packages contained no liquid waste and the packages were suitable for shipment and burial.

On the basis of this inspec-tion, we consider these 88 drums only to be acceptable for shipment and burial at the Barnwell, South Carolina burial site.

The identification numbers of the drums considered to be acceptable are listed in the attachment to this letter.
