The Nuclear Regulatory Comission (the Commission) has fo+ nd that:
A.
The issuance of this license amendment to the Virginia Electric and Power Company (the licensee) complies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's regulations set forth in 10 CFR Chapter I; 8.
The facility will operate in conformity with the license, as amended, the provisions of the Act, and the rules and regulations of the Commission; C.
There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the pubiic, and (ii) that such activities will be con-ducted in compliance with the Commission's regulations; D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.
2.
Accordingly, Paragraph 2 T. of Facility Operating License HPF-4 is hereby amended to read:
2.E.
The licensee shall maintain in effect and fully implement all provisions of the Comission approved physical security
-lin, including amemdments and changes made pursuant to
< authority of 10 CFR 50.54(p).
The approved security plan, withheld from public disclosure pursuant to 10 CFR 2.790(d), identifisd as " North Anna Power Station Unit No. I and No. 2 Physical Security Plan" dated November 30, 1977 and as revised September 25, 1978, October 25, 1978, January 12, 1979, February 16, 1979 and May 1,1980, includes as a revised Chapter 8, the Commission approved Safeguards Contingency Plan transmitted by letter of May 1,1980.
The Safeguards Contingency Plan shall be fully imp,lemented, in accordance with 10 CFR 73.40(b), within 30 days of this approval by I
