9 APPENDIX A NOTICE OF VIOLATION Saxton Nuclear Experimental Company Docket No. 50-146 Bas d on the results of an NRC inspection conducted on September 20-22, 1979, October 19, 1979, and March 25, 1980, it appears that one of your activities was not conducted in full compliance with NRC regulations as indicated below.
This item is an infraction.
10 CFR 20.201, " Surveys", requires:
(b) Each licensee shall make or cause to be made such surveys as may be necessary far him to comply with the regulations in this part.
Contrary to the above, such surveys as were made to assure compliance with 10 CFR 20.207 " Storage and control of licensed materials in unrestricted areas" were inadequate to identify the presence of a quantity of licensed material in excess of 100 uCi of Cs-137, which was discovered outside the i
restricted area enclosed by the SNEC fence but within the PENELEC fence by an NRC inspector on September 20, 1979. This material was not in storage nor was it being tended under the ccrstant surveillance and immediate control of the licensee.
