12.1 CR3A?iIZATION AND RES?CUSIEILI"?
The prelitinary crganication chart fcr Midland is shown en Figure 12-1.
The staff vill consist of approximately 73 full-time e=plcyees.
The majcrity cf the persennel vill come fre existing generating plants en the CP Ce syster, two of which are the Eig Rock Pcint Nuclear Plant and the Palisades Plant.
Responsibility for the operation and safety cf the plant rests directly with the Plant Superintendent and, in his absence, the Assistant Plant Superin-tendent.
The nor=al cperating shift for bcth Units 1 and 2 vill be ec posed of a Shift Supervisor, one Control Operator No.1, two Control Operators NO. 2 and three Auxiliary Operators. A technical staff, headed by a Technical Engineer, vill include personnel qualified in reactor physics, radiation protection, radio-chemistry and instrument-and-control Operation and =aintenance. The Tecnnical Engineer vill have experience in all phases of plant Operation.
The plant maintenance organication vill consist of supervisors, technicians and repairmen, well versed in techanical, electrical and instrumentation sain-The maintenance force vill be siced to handle normal =aintenance, tenance.
including refueling cutages, but vill be sup lesented for special verk, such as turbine generator inspection. Personnel vill be trought in frc: cther CP Co locations for such repair work.
I CP Co vill be responsible for the initial plant start-up, including acceptance testing, core leading, initial criticality and the approach to full power.
Technical assistance vill be provided by B&W and Eechtel.
The Assistant Superintendent, Shift Supervisers and varicus tenters Of the plant technical staff vill function as licensed operaters during the initial ccre leading of Unit Nc.1 and the interi: cperating period until Centrcl Oper-ators have been licensed. The prerequisite for a precritical cperating license On Midland vill te a Senior Operator's license on the Eig Rock Point Nuclear Plant or the Palisades Plant.
Key positions in the Midland organication vill be filled by personnel with extensive experience at the Big Rock Pcint Nuclear Plant or the Palisades Plant. All suparvisory personnel vill have received training at the CP Cc's nuclear plants in their respective areas of responsicility.
The methods deve. ped at the CP Co's nuclear plants for the review of opera-ticns, facility changes and plant safety will te utiliced at Midland.
The first level of review vii1 te the daily surveillance of legtcoks and Other data ty the technical staff. The Plant Review Cor=ittee, which vill ka -ada up of the technical staff, vill hava pericdic meetings to review all eff-standard Operating conditions.
An eff-site independent review of plant operations will be perfer:ed by the General Office staff, which includes persennel experienced in all aspects of plant operation.

Office staff personnel vill take periodic visits to the plant site to review the Operation of the various departments.
- 12. 2 TRAINING Tha major training for supervisory personnel vill ta.<e place at the Sig Eccx Point !iuclear Plant and the Falisades Plant.
These personnel may also receive siculater training at the E&W training facility. All superviscrs vill te given extensive training in their areas of respcnsibility.
Jafficient personnel vill te assigned to CP Co's nuclear plants to provide a well-trained staff at each of the three plants.
Personnel expected to take
- ecritical license examinations On Midland vill secure a Senior Operator's License On Big Rock Point Nuclear Or the Palisades Plant as a part of the training effort.
It is expected that a significant number Of the Control Operators at Midland will come frc the Big Rock Point Nuclear Plant or Palisades Plant Organi:a-tiens and will hold Operator's Licenses en that particular plant.
The train-ing of these and other operators for Midland vill be accceplished at the Midland site through classr00: verk and Operation of equipment.
Classrce:
instruction vill te by plant supervision, assisted by qualified B&W and Eechtel personnel. It is expected that the Uc. 1 and NO. 2 Control Operators vill be ready for license examinations within a few =cnths fcl10ving initial fuel leading.

The Midland supervisors, technical staff and selected General Office personnel vill te acquainted with the Midland techno'egy on the folicving schedule:
1.
Review of the design, equipment selection and preposed opera-tien of Midland.
2.
Participation in a course on Midland design conducted by B&W.
3 Supervision of running the acceptance tests en plant equipment.
h.
Participation in the development of plant operating procedures.
5 Instruction of operators and technicians in plant design and operation.
6.
On-the-job training of selected supervisors and engineers at operating pressurized water reactors.
12 3 WRITTI'i P30CIIURES Written procedures for nor:al and emergency operations will be prepared.
These procedures will te reviewed periedically and revised as necessary. The procedures will indicate a course of action for the cperator for all credible off-standard conditiens.
The emergency procedures will include those appli-cable to accidents which might release rad 10 activity beyond the site tcundary.
Personnel aill also te trained in energency procedures pertaining to opera-tions performed at Dov.
