Please fir.d attached the repor: " Fluctuation Events of November i and December 12, 1978, Evaluation and Resultant Revisions to Normal and Test Opera-ting Procedures".
This :ccuments, per your request, the information previously presented to you in meetings on November 16 and December 14, 1978, as a condi-tion for approval of further fluctuation testing below 70". powu itnin the proposed revision to the RT-500 test. The report contains, also per request, plots of fluctuation parameters with symbols that permit evaluation of chroro-logical trends plus the references on prior scale flow testing conducted by General Atomic.
An assessment of the data did not show any apparent chronological trends regarding parameter amplitudes during fluctuations nor did the assessment indicate that the fluctuations within the imposed test limits compromise plant safety or invalidate the constraints of the Technical Specifications.
The latest data for fluctuation initiation points relative to the current thres-hold lines appear to be inconsistent witn previous data.
It is considered essential for the current core (Cycle 1) to systemat'A cally establish the fluctuation threshold line.

With the forthcoming refueling outage currently scheduled for about March 4,1979, your approval for renewed RT-500 testing is required by Feb-ruary 14,1979. This will allow two (2) weeks for the ccmpletion of RT-500 testing which is sufficient.
Again, we emphasize that we believe it is essential to systematically 6:tablish the fluctuation threshold line for the current cycle for comparison We would be pleased to discuss any questions you may have regard-to Cycle 2.
