REQUEST FOR ADDITIONAL INFORMATION ON SEABROOK EMERGENCY PLAN q

As a result of our review of the Seabrook Station Radiological Emergency Plan (onsite plan) as revised on April 28, 1988, and a subsequent comparison with the.recently revised New Hampshire Radiological Emergency Response Plan 1

(NHRERP) and the Seabrook Plan for Massachusetts Comunities (SPMC)- (offsite 1

- plans) the staff has determined that inconsistencies in precautionary protective action recommendations / implementation for the beach areas in the plume exposure pathway emergency planning zone (EPZ) exist between the onsite and offsite j

plans.

Volume 4 (Civil Defense Agency Procedures) of the NHRERP, Rev. 2, updated on

-April 25, 1988, specifies that precautionary protective actions to be considered

i cat'an Alert declaration will include, in part, (1) advising the. Department of Resources and Economic Development (DRED 1 to close beaches and state park areas n

in Hampton: Beach and in-Seabrook Beach, (2). recommending chat the Towns of Hampton and Seabrook close any town-supervised beaches in concurrence with the

-State's decision, and (3) advising beach and_ state park populations of the closing. :The NHRERP also provides for closure or evacuation of the New Hampshire beaches at an Site Area Emergency-(SAE) or General Emergency'(GE).

The SDMC, Amendment 5 at' page 3.4-4, specifies that "The NHY 0ffsite Response Organization will recommend precautionary actions at the Site Area Emergency or?

-General Emergency. For-example, at a Site Area Emergency or General Emergency, the Radiological Health Advisor will recommend closing Salisbury Beach, Plum Island Beach and Parker River National Wildlife Refuge between May 15 and September-15." However,,the SPMC does not address precautionary protective

. action reconnentations in the Alert stage.

V Section 9.2.3 of the onsite plan (April 1988), specifies that, upon declaration of or escalation to a SAE the station emergency response organization will make protective action reconnendations to offsite authorities according to procedure ER 5.4, " Protective Action Recommendations." ER 5.4, Rev. 8, effective April 28,1988, provides for a recommended evacuation of Seabrook and Hampton
