SUBJECT:

INTEGRATED MATERIALS PERFORMANCE EVALUATION PROGRAM REVIEW OF REGION 111 MATERIALS PROGRAM

The purpose of this memorandum is to transmit a proposed final report (Attachment 1) to the Management Review Board (MRB) documenting the IMPEP review of the Region 111 (Rill) materials program. The review of the Rlil program was conducted by an interoffice team from the Office of Nuclear Material Safety and Safeguards (NMSS), the Office of State Programs, l

Region I, and the Stath 'f Colorado, from April 21-25,1997. The team issued a draft report to the Region on May 28, IJ97, for factual comment. The Region's response to the draft report recommendations is also included, in Attachment 2. In that response, the Region indicates that it disagrees with the reason for the team's recommendation to increase management attention in the area of the fuel cycle facilities because of the availability of experienced technical staff and management knowledgeable of those types of facilities (Recommendation 5). The Region provides the basis for its disagreement in the cover letter that is included in Attachment 2. The review team has modified and added to the text of the proposed final report to include some of j

the Region's comments. The review team has not changed the recomriendation, itself. In addin 1, the Region questioned the review team's data regarding timeliness of issuing dect n.1issioning inspection reports, and provided differing data. The team based its findings on the Region's own " Monthly Information Status Reports," so the team has only slightly changed the proposed final report text regarding inspection report timeliness. The proposed final report does note the Region's commer" "garding the team's discussion of report timeliness. The review team's findings and ru ummendations will be addressed at the MRB meeting.

The team found Rlll's performance to be satisfactory with respect to ;.1e five common performance indicators, as well as with respect to the non-common performance indicators.

Based on those indicators, the team coraciuded that the program was adequate to protect public j

health and safety. That findiag was communicated to Regional management at the team's exit with the advisory that it was only the team's recommendation and was subject to change as a result of the MRB process.

Following the.MRB meeting, the team will prepare a " final report" that incorporates the MRB's comments. The final report will be reviewed by a technical editor before signature, so it may include minor editorial changes subsequent to the MRB meeting.
