RELIEF REQUEST FOR VALVE INSERVICE TESTING PR'0 GRAM - MILLSTONE UNIT 3 (TAC NO. M95353)

Dear Mr. Kenyon:

By letter dated April 24, 1996, the llortheast Nuclear Energy Company (licensee) submitted Relief Request R-1 for Millstone Unit 3, second 10-year interval program for inservice testing of valves. The relief request proposes changes to the requirement for hold times between successive. safety and relief valve actuations from 10 minutes to 5 minutes, when performing set pressure testing.
