TEXAS DRAFT CHANGES TO URANIUM RULES AND MOUS
-WITH TEXAS WATER COMMISSION AND RAILROAD COMMISSION I have briefly reviewed your February 22, transmittal on the subject rules, and I concur with your transmission of the subject package (enclosed) to Region IV. The critical areas include the definition of byproduct material, the provisions for financial security (assurance) and the provisions for ultimate custo(y and long-term care. These issues should receive high priority in the upcoming discussions with the State of Texas during the mid-April program review.
