ORDER SUSPEllDING LICENSE (EFFECTIVE IMMEDIATELY) AND ORDER TO SHOW CAUSE WHY LICENSE SHOULD NOT BE REV0KED.
This is to inform the Cornission that an Order Suspending License (Effective -
1 Immediately) and Order to Show Cause Why License Should Not De Revoked has been issued today to Mr. Robert L. Dickherber, a Senior License Operator (limited to fuel handling) at the Quad Cities Nuclear Power Station. This action is being taken because the licensee violated Technical Specifications and refueling procedures on October 17, 1989 by directing that an unauthorized fuel movernent take place in the reactor core. Notwithstanding the fact that a fuel handler informed Mr. Dickherber of the need to comply with facility refueling procedures, Mr. Dickherber, nonetheless, directed that the action be carried out. During the fuel movement, Mr. Dickherber f ailed to assure that the control room was informed so that core monitoring could be performed, to obtain a required change-l to the Nuclear Component Transfer List, and to assure that consistent comuni-cation was maintained.
In view of the willfulness of this violation, the order is imediately effective.
Accordingly, an Order Modifying License (Effective Imediately) has been issued today. Under the terms of the Order, the licensee may within 20 days of the date of the Order, submit an answer or request a hearing.
