On behalf of=.the Nuclear Regulatory Commission (NRC), I would like to express our. appreciation for the efforts of the 1

Department of Justice (D0J) in prosecuting'a case of impor-tance to the'NRC.
Specifically, the fine work of the U.S.
Attorney's Office, Eastern District of Oklahoma,:and in particular,1 Assistant U. S. Attorney Paul Hess, resulted in the successful prosecution of an-NRC licensee, Midwest Wireline, Inc., and its president,.and also the owner of a
- t formerly licensed firm, for deliberate violations of NRC requirements; I believe Mr. Hess deserves to be commended' for his skill in achieving this successful prosecution.
Within the jurisdiction served by Mr. Hess' office are-a large number of NRC licensees involved in well logging and; radiography activities.
Over the past feb years, a' serious compliance problem has developed because of a decline in the
