Dear.Mr. Young:

I have received Commission (NRC)your letter inviting the Nuclear Regulatcry to. submit written testimony on what the role of nuclear energy should be in the future to assist the Department of Energy (00E) in developing the National Energy-Strategy.(NES).

The Commission supports the Department's deci$fon to prepare the NES and the concept of integrating.our-projetr.ed future energy needs with necessary Government program

.decisians in a long range planning document.

However, as an independent. regulatory agency, our participation in the: effort to develop the NES must, of necessity, be limited.

Although it-would be inappropriate for the NRC to comment on any particular role for nuclear power in-meeting future energy needs. I can assure you that if nuclear energy should be' included in the future mix'of energy supply sources, the NRC will carry out its responsibility to ensure that nuclear' power plants are designed, constructed', and operated safely; to provide a disciplined and stable process for licensing the new generation of advanced reactors; and to evaluate license rcnewal applications for our existing commercial nuclear plants.

As you know, Mr. Harold Denton is the Commission's representa-tive to the Economic-Policy Council Working Group established to. assist DOE in preparing the-NES.

Consistent.with our regulatory responsibilities, his participation in the Working Group's efforts is limited to serving as a resource with regard to the_NRC's regulatory program and perspective, not as an advocate for any particular role for nuclear energy in the overall strategy.
