Dear Congressman Sensenbrenner:

I an responding for Mr. Kammerer to your letter of January 24, 1990, in which you requested a brief overview of the status of the Shoreham Nuclear Power Station, Unit 1.

The Long Island Lighting Company (LILCO) received a full-power license to operate its Shoreham facility on April 21, 1989. Since then, LILCO has entered into an agreement with the State of New York to not operate the Shoreham facility and to transfer _it to the State for a number of economic benefits.

The State in turn intends to decommission the facility.

Shoreham is currently defueled, and LILCO has reduced its onsite support staffing. LILCO has also requested amendments to its operating license so that it may eliminate its offsite emergency organization and relinquish its operating authority. These requests are currently under staff review.

Approval by the U.S. Nuclear Regulatory Commission is needed for any transfer of an operating license. Although neither LILCO nor New York State has made such a request as yet, several parties, including the Department of Energy, have indicated opposition to this license transfer.
