Dear Mr. Marriott:

We have reviewed your letter of September 25, 1989 on evaluations of beyond design basis events and we believe your cornitment to include the most limiting power conditions in future 10 CFR Part 21 evalbetions is adequate. However, the second paragraph on page two of your letter raised a question on the exclusion of postulated events which are not known to have occurred from Part 21 evaluation. We believe that Part 21 evaluation should not exclude events from consideration solely because the event is not known to have occurred.

On February 2,1990, Bill Brach of sqy staff discussed this concern with Mr. Robert Mitchell of your staff and Mr. Mitchell confirmed that the possi.

bility of events occurring would be one of the elements considered in Part 21 evaluptions.
