members met-on February 2, 1990, with representatives from DOE to begin l'

I Staff members from the Division:of Industrial and Medical Nuclear Safety and.the-3 j

C
- DOE hopes to construct and be.able to receive spent fuel at an MRS facility i
- by 1998. :ThisLtarget date would apply to a storage-only MRS facility, even u
though DOE --is reserving the option of ultimately-building a " full-capability"'
- MRS. facility, which would be able to repackage, consolidate, or'otherwise; handle _ spent' fuel. The license application may be for the full-capabilityL L
version.
'A site for the MRS' facility has-not been identified.' DOE williseek a l
volunteer. site, with the help of a' Nuclear Waste Negotiator if. possible, but without if necessary.: DOE-will probably prepare a non-site-specific.
environmental' analysis to~ help inform-local authorities at candidate sites of the features of an MRS facility. DOE may ask the NRC staff to review this L
document, as.well as several other pre-licensing documents dealing with such i
. things as siting criteria, facility design concepts,. and background information preliminary to an Environmental Impact Statement. We asked that-00E. inform us as far ahead of time as possible of their schedule for p
submitting a specific document for NRC review.

February 9, 1990 SomeDOE-representativessuggestedthat'a'MemorandumofUnderstanding.(MOU) 4
.between DOE.and NRC.might be desirable to define responsibilities and procedures' connected with the licensing of an MRS facility. >We offered the-
~
i,
. opinion that an MOU would not be necessary since the licensing procedures that -
1
. ould apply are-already defined.
w g
A DOE representative indicated that they thought meetings on DOE's MRS program
'at-approximately monthly _ intervals would be useful.
