Gentlemen:

This refers-to the inspection conducted by Mr. R. E. Baer of this office on

January 19, 1990, of-activities authorized by NRC facility Operating

License R-78 for The University of Kansas, Nuclear Reactor Center, and to the

discussion of our. findings with Messrs. H. F. Rosson and M. R. Lemon at the

conclusion of the inspection.

. Areas examined during the inspection included a radiological confirmatory

-survey-at The University of Kansas Research. Reactor. Within these areas,'the

inspection consisted of selective examination of records, interviews with '

,

personnel, and observations by the inspector.

The inspection findings are

documented in'the enclosed inspection report.

Within-the scope of the inspection, no violations or deviations were

,

identified.

The inspector verified that'no radiation above general background. levels

-

were present at your facility. Accordingly, we will recommend to the Office of

Nuclear Reactor Regulation that you be allowed to proceed with construction

~ ork discussed in your November 15, 1989, letter. You should not start any

w

construction' work _until you receive-authorization from the Office of Nuclear

' Reactor Regulation.-
