Dear Mr. Martin:

i By our. letter of November 29, 1989 referenced above, we responded generally that.for systems required for-cold shutdown and the SAFSTOR decommissioning mode, Rancho Seco meets the requirements of Generic Letter 89-10 regarding safety-related motor-operated valve testing and surveillance.

To supplement our previous general response, we are providing this additional information pertaining.to the Generic Letter.

Hith the plant 'defueled, we have no safety-related motor-operated valves

' required to be OPERABLE in the. current plant' condition. As such, we consider the requirements of Generic Letter 89-10 to be no longer applicable to Rancho 4

Seco.
