10 CFR 50.59 Report, REF:
License R-57 1.
The following report is submitted for the period January 1,1989, to December. 31, 1989, in accordance with Paragraph 50.59, Title 10, Code of
[.
Federal Regulations.
i' 2.
During the above period, there were no changes'in performanco characteristics or tests which require inclusion in the annual report.
- 3.. The quarterly fuel. element surveillance tests indicated tha': the inspected elements were in good condition.
4;- The. energy generated by the reactor during the reporting period was as follows:
. January 1989 1,376.83 KV hours February l',773.07 March 2,290.69 April 632.97 May_
1,649.28 June 1,037.20 July 1,233.06 August 662.43 September 703.80 October
'697.49 November 562.13 December 574.04 13,192.99 KW-hours
- 5. 'During the report period, there were five unscheduled shutdowns. 'The causes were as follows:
1 - llospital Power Failure 1 - Dirty recorder slidewire 1
Dirty linear recorder range switch L
1 - Recorder noise 1
Tangle of dial cord on period retransmitting slide wire 6.

a.
Noisy period recorder - replaced 5751.
b.
1.inear recorder reading low during daily checkout - replaced calibration battery.
c.
Automatic power control failed and drove regulating rod in -
replaced V1,V4, and V5.
[
d.
Automatic power control failed replaced V3 and V4.
e.
Dial cord on retransmitting potentiometer for period (on log recorder) broke replaced.
f.
Automatic power control taken out of service for repair replaced g.
Removed automatic power control for repair; reactor will be operated in manual mode until further notice, h.
Safety rod draw tube oscillated when magnet current turned off (armature and control rod not attached). This caused the down light on the control console to blink on and off. The trouble was caused by wear on the nylon bearing for the draw tube, resulting in not enough friction when the draw tube did not have the weight of the control rod to hold it down. Added friction was put on the drive motor to prevent the oscillation.

On September 1, 1989, General Atomics installed a new NM 1000 neutron measuring system in parallel with the existing licensed system.
The NM 1000 utilizes a new wide range fission councer. All controls, interlocks and safety relay.a specified in our SER and Technica1' Specifications have been left intact..The reactor will continue to be operated with our original instrumentation until the new system can be completely checked out, calibrated, start up and operating procedures written and Technical Specifications and SER changes approved by the NRC. At that time, the older instrumentation will be removed and the new system cut over.
9.
Summary of radioactive effluents released or discharged beyond the effective control of the license:
a.
Liquid - none l
b.
Airborne - less than 0.1 Ci.
c.- Solid - none
'10.
The reactor continues to be used as a neutron source for neutron activation analysis of biological samples and for hot atom chemistry research.
In addition, the reactor is being used for training Fort Calhoun Station Power I'
Reactor Operators.
