I have reviewed your letter to me of December 13, 1989, the earlier DuBose-letter to Mr. Edward Baker of October 25,1989, and NRC Information Notice a
89 56, Supplement 1.
The Information Notice states:
"DuBose advised the NRC

in a letter dated October 25, 1989, that DuBose records do not indicate who received PVN material." The DuBose letter of October 25, 1989 states:
"We have made an extensive search of other records [ records other than quality records which after 5 years were stated by DuBose to have been returned to the customers] which go back to about the time frane of this material and were not able to determine who received this material."
I believe the Information i.-
Notice adequately summarized the information provided in the October 25, 1989 L
letter.
The purpose of the reference to the DuBose letter of October 25, 1989 in the Information Notice was to alert licensees to the potential defect in the PVN material. supplied to DuBose.
Under 10 CFR Part 21, DuBose was required to either inform their custoners of the potential defect or to notify NRC of the matter. Because DuBose was not in a position to notify their custoners of the potential defect but did notify NRC, NRC must then assure that licensees are adequately informed of the potential defect so that any resulting safety impact could be evaluated by the licensees and corrective actions taken as appropriate.
The Information. Notice was not intended to convey any direct or implied reference to the quality of DuBose's record systems.
I= trust the above information is respornive to the concerns you raised in your December 13, 1989 letter and clarifies the NRC action taken.
