Dear Mr. Ravenscroft:

This is in regard to your request for approval of four routes to be used for transport of spent fuel as contained in your letter of December 28, 1989.

This letter addresses the first of the four routes.

The route, as set forth in the enclosure, from Garden City, Georgia to the Department of Energy Savannah River Plant, Aiken, South Carolina, and as requested in your letter, is judged to meet the regulatory requirements in accordance with 10 CFR 73.37 for shipment of s)ent fuel and is approved through December 31, 1990. Also the ports of Port Elizabeth, New siersey; i

Baltimore, Marylands Portsmouth, Virginia and Norfolk, Virginia, through l

which the shipment must transit, are judged to meet the requirements of i

10 CFR 73.37 and are approved.

In the event your carrier is required to deviate from the approved route, please call the contact listed-on page two of this letter as soon as possible providing the details.

Arrangements with law enforcement agencies along the route as required by 10 CFR 73.37(a)(2) have been completed by the NRC staff. Data relating to these arrangements and a copy of the approved route are enclosed. This information i

is to be incorporated into your s11pment plans and provided to your carrier i

along with instructions regarding its use.

Please note that assuring highway safety is the responsibility of the licensee and carrier and our approval is not intended to provide relief in this regard.

During seasonal periods when inclement weather with accompanying hazardous road 6

p-A conditions can occur with short notice, the appropriate state police should be contacted with regard to road conditions before a shipment commences.

Safe havens are indicated on the route strip charts by a lower case letter of the alphabet in parenthesis. These safe havens were designated by the NRC route analysis teams with the assistance of law enforcement agencies along the route, as available, for tempo-rary refuge until appropriate assistance arrives. The basic criteria used to identify a safe haven were availability of a large parking area, nighttime lighting, where possible, and rapid law enforcement response to the safe haven.
