If keeping with our connitment to inform other interested federal agencies of Nuclear Regulatory Commission (NRC) activities relating to the manufacture r and~ distribution of substandard, counterfeit or fraudulently marketed vendor products, I am enclosing two Information Notices (ins) and one Bulletin which were recently issued by th'e NRC'on this subject. Bulletin 88-10 and IN 88-46, Supplement No. 2, provide further information on issues involving molded case circuit breakers which we first discussed with you last July and August 1988. However, IN 88-97 addresses a new issue which was recently identified, that of ' substandard valve' replacement parts. The issue involves the procurement of valve replacement parts by an authorized valve distributor from an unauthorized i . parts manufacturer. The parts were-discovered to have different dimensional and manufacturing characteristics. The valve manufacturer provided a letter to the NRC indicating-that a potential exists for the valve to malfunction. We have already sent a copy of the valve manufacturer's letter to:the Departnient of Energy, NASA and the Department of Defense. F In your letter to Chairman Zech of August 9,1988, you stated that the President's Council'on Integrity and Efficiency and the President's Council. on Management Improvements would be responsible for future interagency *. coordination and dissemination of information on these issues. I would like OMB.to forward the enclosed information to the President's Councils. 'In this regard I would like to note that we are still-awaiting further1 details of the President's Councils' plan to coordinate interagency actions. The NRC is still actively involved in the issue of substandard materials ) and is looking forward to cooperating with other interested federal agencies. Therefore, I encourage OMB to urge other agencies to share their information-with the NRC and the two President's Councils. Brian K. Grimes, Director, Division of Reactor Inspection and Safeguards and E. William Brach, Chief, - Vendor Inspection Branch are the NRC points of contact for this program. I would further suggest that since information being passed may im)act on on-going investigations being conducted bysthe various agencies; t1ere should be a mechanism put in place to route incoming)and out-going information of this nature through the investigative arm (IG of each agency.
