SUMMARY

OF NUMARC BRIEFING ON STATUS OF ACCIDENT MANAGEMENT ACTIVITIES During the December 19,1989 NUMARC/NRC meeting on accident management (A/M),

NUMARC staff described several recent and upcoming meetings between NUMARC, EPRI, and the vendor owners groups to define the roles of these organizations in the development of accident management guidance. On January 30, 1990, Dave Modeen of NLMARC met with the staff to provide an update on the status of the NUMARC-EPRI-Owners Group interactions.

(Attendees are listed in Enclosure 1.)

The purpose of this memorandum is to sunnarize the most-significant items

-identified during the briefing.

The briefing was provided at our request to assist us in understanding recent

~ developments in what we perceived to be an emerging integrated industry approach l

L to accident management, and the potential impact of these developments on L

planned activities such as the A/M guideline demonstrations.

It is important y

to recognize that the industry plan is still evolving and that formal comit-ments on the part of-NUMARC and the owners groups are still forthcoming.

Formal owners group approval and subsequent definition and scheduling of the necessary tasks is expected to occur during February-March 1990. Hence, the information presented should be considered tentative. The scope of the meeting was limited to discussion of status of industry activities, and was closed to the public._ An open meeting is planned for late March, at which time the NUMARC/ industry approach will be discussed in detail.

The important aspects of the proposed NUMARC/ industry approach, as identified during the briefing, are summarized below.

Fr'ank Congel-2 and by developing NSSS-specific accident management guidance. A figure-presented by Dave Modeen depicting the proposed relationship between the various industry activities is provided as Enclosure 2.

The administrative scope and format would be defined through a joint owners group (J0G) effort in which each of the NSSS vendors is represented.

This activity would serve to identify industry actions for each of the elements of an accident management framework (e.g.,

procedures, training, computational aids), and how the technical products would be packaged. The target date for a draft would be approximately May 1990.

Individual owners groups (10Gs) would develop NSSS-specific accident management guidance (AMG) which is expected to be targeted for use by utility technical support staff. This guidance would be analogous to but.less prescriptive than E0Ps for control room operators, and would be an adjunct to the NtMARC A/M guidelines. A preliminary outline would be available in late Sumer or early Fall of 1990.

Final NSSS-specific guidance would most likely not be available until late 1991.

EPRI would provide technical support to the owners groups and NUMARC through the RP-3051 project which is now underway.

The roles of INP0 and the products of the NRC research program in the industry plan are still to be determined.

INP0 representation in an advisory capacity to the J0G effort is expected.

A revised version of the NUMARC A/M guidelines, incorporating NRC and industry comments as well as some form of guidance to assist a utility in determining what constitutes an appropriate level of effort to address the potential risks posed by severe accidents (i.e., " closure criteria"),

would be available by mid-1990.

It is NINARC's view that the planned demonstration of the A/M guidelines should be deferred until at least portions of the NSSS-specific A/M guidance is available from the owners groups. This would delay the start of the demonstrations to the Fall of 1990, but would provide for a much more comprehensive and credible demonstration. However, with the additional details to be developed in the owners groups efforts, the staff's ability to judge the acceptability of the industry A/M guidance should be much less dependent upon the demonstrations.
