PRELIMINARY MINUTES OT ONGOING MEETING WITH OWNERS GROUPS TO RESOLVE OUTSTANDING ISSUES RELATED TO NEW STS CHAPTER 3.6 CONTAINMENT On January 31 and February 1-2, 1990, the NRC staff met with NUMARC and the Owners Groups to resolve outstanding issues related to the development of the new Standard Technical Specifications (STS) Chapter 3.6 on Containment Systems.

Review and resolution of issues was completed for all PWR submittels with few open issues. Review and resolution of issues was comnenced for the BWR submittal and will be completed during the week of February 5, 1990.

Final meeting minutes will be disseminated upon completion of the EWR review.

On February 2,1990, the Owners Groups and licensees of Lead Plants involved in the development of the new STS were provided copies of the draft NUREG report on " Improvements to Technical Specifications Surveillance Requirements". A copy of the report (enclosed) is also being placed in the Public Document Room (PDR). These actiuns are consistent with the guidance set forth in exception (4) of NRR Office Letter 106, Revision 1

" Release of NRC Draft or Predecisional Docurents and Information." The Owners Groups will incorporate the NRC staff reconnendations of the report into the new STS prior to its completion in mid-1990. The reconnendations of this report and the new STS will both require the approval of NRC management and the Connittee to Review Generic Requirements (CRGR)priortopublication.

It was explained to the industry representatives at this meeting that the report is predecisional and is therefore only for their use in preparing the new Standard Technical Specifications.
