Application for Amendment of Operating License f
Enclosed please find Omaha Public Power District's (OPPD) " Application for Amendment of Operating License" which seeks to amend the Fort Calhoun Station Unit No.1 Technical Specifications.
The changes requested pertain to the (1)
Control Room Air Treatment System; and (2) Residual Heat Removal (RHR) System Allowable Leakage.
This submittal consolidates into Reference 2, References 4, 5 and the portion of 3 dealing with Control Room Air Treatment System; and clarifies apparent conflicting statements in References 2 and 4.
In addition, this submittal l
requests withdrawal of References 4, 5, and the portion of 3 dealing with 1
Control Room Air Treatment System.
OPPD has been aware since mid year 1988 that a license change was needed to the RHR system, but our consultants analysis did not become final until November 1989 thus delaying the license change submittal to NRC.
In developing our leference 2 submittal we were aware that a license change was under development to reduce allowable leakage. This submittal went to NRC as Reference 5.
Prior to internal. approval of Reference 2 OPPD did not assure Reference 5 had been submitted.
By consolidating the referenced submittals all information will be presented in one document.
(Reference 4 incorporated standard wording into Reference 2 and deleted the standard wording change from Reference 3).
Attachment A contains a markup reflecting the requested changes of the Technical Specifications.
Attachment B provides a Discussion, Justification and No Significant Hazards Consideration Analysis, for the changes requested.
