Dear Sirs:

GPU Nuclear reouests NRC approval of the attached Revision 23 to the TMI-2 Organization Plan. This revision is submitted in conjunction with Technical Specification Change Reouest (TSCR) No. 65, Revision 1.

One of the changes proposed in TSCR No. 65, Revision 1, is to extend the frecuency of the

_ Training and Qualification Audit to at least once per 24 months. Consistent with that proposed change, the annual Organization Audit, presently specified I

in Section 2.1.3 of the TMI-2 Organization Plan, should also be extended to at L

least once'per 24 months. The audit of the Organization Plan, which ensures that members of the TMI-2 Organization meet the training and oualification zeouirements of their positions, is perfomed in conjunction with, and is an integral part of, the Training and Qualification Audit. Therefore, extending the_ frecuency of the Organization Audit to at least once per 24 months is l'

appropriate.

This revision also recognizes the changes proposed in TSCR No. 60 to replace the present SRG with the 10SRG during Mode 3.
