CHANGES TO FACILITY PHYSICAL SECURITY PLAN t This refers to the conversation between you and Mr. Donald Carlson of the U.S. Nuclear Regulatory Comission (NRC) staff on January 22, 1990, regarding the. upgrading of your reactor facility in accordance with the recommendations contained in the 1987 "Nonpower Reactor Sabotage Study (U)," LA.CP-87 27. Based on that conversation, it is our understanding that you will submit 10 CFR 50.54(p) changes to your physical security plan (PSP) which describes the upgrades you intend to make. It is our further understanding that you-will submit the changes within thirty (30) days of receipt of this letter along with a proposed schedule of implementation.. Because of the nature of the changes, you may wait for our review and approval of the changes.before expending any monies in support of the recommendations in the study. Since the study was initiated as a result of NRC headquarters licensing practices, changes to your PSP will be reviewed and approved by the NRC's Office of Nuclear Reactor Regulation staff. Any questions regarding this matter should be made to Mr. Carlson~(301-492-3217) or ntyself (301-492-1121). i The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under ~ !
