Pursuant to Section 50.90 of the regulations of the U. S. Nuclear Regulatory Commission ("the Commission"), Omaha Public Power District, holder of Facility Operating License No. DPR-40, herewith requests that the Technical Specifications set forth in Appendix A to that License be amended to reflect the'following changes:

(1) Increase the refueling boron concentration to 1900 j

ppm; (2) Suspend certain sampling during periods when the fuel has been removed j

from the reactor vessel; (3) Revise the storage requirements of the spent fuel pool Region 2; (4) Allow discharge of fuel assemblies from the core directly to s

Regen 2 of the spent fuel pool; and (5) Delete the requirement to provide a

fuel performance report at the end oi each cycle.

l The proposed changes in Technical Specifications are discussed in

Attachment A to this Application. A discussion, Justification and.no l

LSignificant Hazards Consideration Analysis, which demonstrates that the 1

. proposed changes do not involve significant hazards considerations, is appended l

-in Attachment B.

The proposed changes in specifications would not authorize any change-in the types or any increase in the amounts of effluents or a change in the authorized power level of the facility.

. Sections 2, 3, 4, and 5 of Appendix A to Facility Operating License No. DPR-40
