T955',' 10 CFR Pr.ri. 21 rep (ort filed by Consumers Power Company (CPCo NRC Information Notice IN) 88-97 and Supplement'l to IN-88-97.

Both ins and the 10 CFR Part.21 report pertain. to Masoneilan-Dresser. Industry (MD) valve parts that were supplied by an MD, representative to CPCo's Palisades plant but were found to be non-genuine MD parts.

Entrance and Exit Meetings The:NRC staff informed the MVP President of the scope of-the inspection during the entrance meeting and summarized the observations during the exit meeting on June 22, 1989.

Background===

This inspection was performed to follow-up on observations that were noted during an NRC inspection et the. GEM 0C0 facility in Houma, Louisiana on~ June 6-9, 1989, (reference NRC_ Inspection Report No. 99901139/89-01). The noted observation regarded-_ _

GEM 0CO's deviating from'its yalve trim etching' requirements because

~ i of a customer's request that-the parts not be etched with GEM 0C0's name. The customer was Process Valve'and Equipment Company-(PV8E), who ordered the parts through MVP, GEM 0CO's authorized sales representative for PV&E's location.- During the NRC visi.t to GEM 0C0 it'was noted on two PV&E P0's c/o MVP, that PV&E-requested that no GEH0C0 marking be etched on the: valve interr.al replacement parts.

Document Review / Discussions The inspectors asked Mr. Clark which nuclear plants his territory

(

contained and what nuclear plant utilities were his customers.

As identified above, MVP & MCC cover 12 states which contain-approximately 20 nuclear plant facilities. However, MVP/MCC has, not supplied all of these locations.

Therefore the inspectors asked to see recent MVP/MCC purchase order (PO), packages for i

each of the utilities that have a nuclear plant facility within MVP's sales region.

The utility customer P0 packages that were 1

reviewed included:

Public Service of Colorado, Nebraska Public Power District, Niagara Mohawk, Omaha Public Power District, Consumers Power Company, Toledo Edison,- Cleveland Electric 1

Illuminating, Indiana and Michigan Electric Company, and Duquene Light. The inspectors also reviewed copies of PV&E orders to J

MVP, which were found to contain the same request for "not etching" any of its procured parts as noted during previous NRC inspection at GEMOCO.

The P0 package document review of these customers found no-deviations; however, it was noted that MCC has provided safety-related.

Fisher Controls and Masoneilan-Dresser valves end. valve parts to at least the D.C. Cook nuclear plant.

were all supplied prior to 1986-1987, when MCC/MVP was an authorized

In conclusion, a review of MVP/MCC P0 packages did not reveal any additional' deviations-other than the two PV&E orders that were previously-identified -

l by the inspectors (see-Section E.2 above).. For the two subject P0's,'it-was determined that PV&E shipped the valve trim components to.Dupont.and Sachs. Additionally, each of the safety-related P0's had evidence which indicates-that= the HD parts and valves were drop-shipped by HD to the D.C..
