SEQUOYAH NUCLEAR PLANT (SQN) - TECHNICAL SPECIFICATION (TS) CHANGE 89-27 In accordance with 10 CFR 50.90, we are enclosing a requested amendment to ,

Licenses DPR-77 and DPR-79 to change the TSs of SQN Units 1 and 2. The proposed change revises TSs 2.2.1, 3/4.3.1.1, 3/4.3.2.1, and associated bases '

to reflect upgrades and enhancements to the reactor protection system (RPS).

The proposed TS change is identified in Enclosure 1. The justification for' the proposed TS change is provided in Enclosure 2. A proposed determination ,

of no significant hazards consideration performed pursuant to 10 CFR-50.92 is provided in Enclosure 3. Enclosure 4 contains SQN Final Safety Analy31s Report (FSAR) markups that reflect the FSAR reanalyses performed in support of these changes. These RPS upgrade and enhancement reanalyses also considered other modifications, such as upper head injection removal, deactivation of the ,

boron injection tank, and implementation of Vantage 5 Hybrid fuel. Draft ,

revisions to FSAR Chapter 7 reflecting the upgraded RPS are provided in Enclosure 5.

To coincide with the implementation of the RPS upgrade modifications, it is requested that the proposed TS changes for each unit be approved during the unit's respective Cycle 4 refueling outage. TVA will keep NRC project- .

management informed of any schedule changes through routine project review t meetings.  ;
